I guess the problem is the driver. The ones to avoid are 'winmodems' as they rely on the driver to perform functions which are done in hardware on external modems. The current USR internal modems are not winmodems, but you still need to make sure that it has Windows 7 drivers available, or if Win 7 already has them built in.
